Where protection of beneficial uses requires specific flow volumes at certain times, regional water quality control boards may establish flow objectives in water quality control plans.
Flow objectives differ from typical water quality objectives in that they are implemented by the State Water Resources Control Board through modifications and limitations of existing or future water rights to make sure these flows are met.
