From the California Water Commission:
Draft contracts for the administration of public benefits (CAPBs) for the Sites Project, part of the Water Storage Investment Program, are now available online. The California Water Commission will receive public comments at the June 17, 2026, Commission meeting.
The CAPBs document the public benefits in which the State is investing and ensure the delivery of these benefits called for by voters of Proposition 1 (2014). The CAPBS must be completed before final funding is awarded.

Additional information:
The administering agencies – California Department of Fish and Wildlife and the Department of Water Resources – will present their draft CAPBs to the Commission for review and comment. The Commission reviews but does not approve the contracts. All comments received by the Commission will be forwarded to the administering agencies for their consideration before executing contracts.
