The Yolo Bypass Cache Slough Master Plan
The purpose of the YBCS Master Plan is to guide continued project planning and implementation consistent with the Central Valley Flood Protection Plan and its Conservation Strategy; to inform the U.S. Army Corps of Engineers’ Yolo Bypass Comprehensive Study; and to support the YBCS Partnership goals related to flood, habitat, water supply, water quality, agriculture, and recreation.

The YBCS Master Plan is also intended to foster ongoing collaboration and coordination for multi-benefit flood management strategies among state and federal agencies, Tribes, local agencies, and interested parties in the region. Although it does not provide funding or an investment strategy, the YBCS Master Plan identifies potential funding sources to support continued project development in the region. Additionally, the YBCS Master Plan proposes a set of policy and planning recommendations to identify areas where additional efforts are needed.
DWR developed the YBCS Master Plan in close coordination with the CVFPB and received input from other members of the YBCS Partnership and California Tribes (Tribes) during the five-year planning process.
Tribal Engagement
DWR and CVFPB committed to meaningful engagement with Tribes throughout the process to develop the YBCS Master Plan. In mid-2022, DWR and the CVFPB began early engagement with Tribes who have traditional and cultural affiliation to lands in the planning area; and conducted regular Tribal engagement thereafter.
In the future, Tribal input through continued consultation and engagement can guide related efforts of the YBCS Partnership and individual project proponents.
Interested Parties and Public Engagement
Public engagement contributed to the development of effective strategies and projects that can provide multiple benefits such as reducing flood risk, enhancing ecosystems, and fostering agricultural sustainability in the region.
The Administrative Draft and Public Draft of the YBCS Master Plan each received numerous comments and were discussed with interested parties at focused meetings, YBCS Partnership meetings, and regularly scheduled public meetings of the CVFPB.
