In 2019, CESA was amended to give the California Department of Fish and Wildlife (CDFW) the authority to develop non-regulatory recovery plans for species listed under the California Endangered Species Act (CESA; Fish & G. Code, §2079.1). The goal of recovery planning is to remove species from the list of threatened or endangered species by reducing threats, increasing survival and reproduction, and protecting habitat. Each recovery plan will include measurable criteria that help define when a species has been recovered and specific actions to achieve those criteria.
CDFW has drafted Guidelines for Recovery Planning under CESA (Fish & G. Code, §2079.1). This document is intended to guide the development of effective and actionable recovery plans to recover CESA-listed threatened and endangered species. We are soliciting your feedback on the proposed recovery planning framework and process.

Following the public comment period and meeting (details below), the information received will be reviewed and considered during the development of the final guidelines document. Once completed, the Guidelines for Recovery Planning will be posted to the CDFW Recovery Planning website listed above.
