NOTICE: Invitation to Participate in SB 1157 Study Working Groups (Residential water use)

The Department of Water Resources (DWR) invites you to express interest in participating in one of two working groups that will support the studies statutorily required by Senate Bill 1157 (CWC § 10609.4). As part of these studies, the Department of Water Resources will identify residential end uses and quantify the benefits and impacts of the 2030 indoor residential water use standard on water, wastewater, and recycled water systems.

The working groups will play a critical role in the SB 1157 studies by reviewing protocols, methodologies, and analyses developed by DWR consultants and Technical Panels to ensure accuracy, completeness, and relevance. Members will provide input on key policy, environmental, and technical considerations to help inform decisions and address complex issues. Additionally, the groups will identify and help fill information gaps, ensuring all required study components are comprehensively evaluated. To this effort, we are planning on creating two working groups with each comprising about 30 to 35 people representing the diversity of interested parties.

The two working groups currently planned will focus on:

  1. Indoor Water Use: This group will assist DWR in assessing indoor residential water use patterns, including saturation end-use studies and evaluating the long-term effects of telework.
  2. Benefits and Impacts: This group will support DWR in assessing the benefits and potential impacts of the 2030 indoor residential water use standard. Focus areas will include operational and affordability impacts, and building on previous studies and investigations.

The working groups are planned to meet quarterly, with materials provided for review before and after each meeting to facilitate meaningful discussion and collaboration.

If you are interested in what the working groups are doing but cannot commit to actively participating or are not selected because of space limitations, please note that all working group meetings will be open to any interested parties and opportunities for commentary will be available to all.

The survey will remain open until 4/11/2025. Participants will be selected based on expertise, interest, and representation across various interested party groups. Selected individuals will be notified with details regarding participation and timelines.
