NOTICE of Proposed Rulemaking – Water Measurement and Reporting Regulations Revisions

From the State Water Resources Control Board:

The State Water Resources Control Board is proposing to revise the regulations for measuring and reporting surface water diversions.  High quality, accurate water diversion data is essential for managing water supplies throughout the state. Proposed regulation revisions improve readability and refine key terms. The proposed revisions also require diverters to report data in a standardized format, provide an email address, identify measurement locations, and make other minor accompanying changes. The revisions are needed to align regulatory requirements with the Board’s new online water rights data system, California Water Accounting, Tracking, and Reporting System (CalWATRS).

HOW TO PARTICIPATE IN THE RULEMAKING PROCESS

Attend the Public Hearing

A public hearing will be held virtually on Zoom on Wednesday, April 16, 2025, at 10:00 a.m. PDT and is open to anyone who wishes to attend. The hearing will include a Board staff presentation on the proposed revisions followed by an opportunity for public comments. Anyone wishing to provide oral comments must register and attend via Zoom. A quorum of the State Water Board may be present, but a decision will not be made and no action will be taken.
