From the Department of Water Resources:
Construction of major infrastructure projects can raise understandable questions about local effects. For the Department of Water Resources (DWR), a central priority for the Delta Conveyance Project has been to identify potential construction related impacts early, design around them where feasible, and commit to clear mitigation measures where needed.
Construction activities would occur primarily near facilities such as proposed intakes and tunnel launch shafts, and only during defined construction windows.
To provide clarity, DWR published last year a Community Impact Guide which offers a plain-language overview of anticipated construction issues and the commitments in place to address them. The guide links directly to detailed technical analyses and mitigation measures in the environmental documents.
This resource is intended to address common questions and correct some misunderstandings about the scope of potential impacts.
What the Guide Covers
The Community Impact Guide summarizes how DWR will avoid, minimize, or offset potential construction effects in the following areas:

Key Points
- Impacts are localized and phased. Construction does not occur across the entire Delta simultaneously. Work is staged and geographically focused.
- Mitigation commitments are enforceable. All measures are incorporated into conditions of approval of the project or permits and monitoring programs.
- Community outreach is ongoing. DWR continues to implement a robust program to ensure access to information and project planning. The Community Impacts Guide consolidates technical material into an accessible format and connects readers to detailed documentation.
DWR encourages review of the guide to better understand what is anticipated, and what is not. Find the guide here, and for more information about the project, visit here.
