NOAA Fisheries is announcing an opportunity to comment on the development of the 2026 ocean salmon management measures for commercial, tribal, and recreational salmon fisheries off the coasts of Washington, Oregon and California. These comments will be used by the Pacific Fishery Management Council (Council) to make final recommendations for the 2026 management measures. The Council will develop alternatives for 2026 ocean salmon fishery management at the March 2026 Council meeting before selecting the recommended 2026 ocean salmon fishery management measures at their April 2026 meeting.
Documents will be available from the Pacific Fishery Management Council, 7700 NE Ambassador Place, Suite 101, Portland, OR 97220-1384, and will be posted on the Council’s website at https://www.pcouncil.org.
You may submit written comments by any one of the following methods:
- Council e-Portal: Written comments must be submitted electronically through the Council’s e-portal by visiting http://www.pcouncil.org, or
- Regulations.gov: Written comments may be submitted via the Federal Register notice (91 FR 7263) and must be received electronically or in hard copy by April 6, 2026, prior to the April 2026 Council meeting. All electronic public comments are submitted via the Federal e-Rulemaking Portal. Go to https://www.regulations.gov and enter NOAA-NMFS-2026-0001 in the Search box. Click on the “Comment” tab, complete the required fields, and enter or attach your comments. There will also be opportunity to provide testimony at the Council meetings in person.
NOAA Fisheries will publish a final rule in May 2026 to implement these management measures and specifications.
