NOTICE: Proposed Water Quality Control Policy for Standardized Cost Reporting in Municipal Stormwater Permits

From the State Water Resources Control Board:

The California State Water Resources Control Board (State Board) is seeking your input on a stormwater draft Policy and staff report that will require local governments to report the costs of complying with stormwater regulations. Specifically, we are asking for the following:

  • Do you think this proposed policy could adversely impact the way stormwater is managed in your community? Are there other unintended consequences?
  • What could the State Board do to help your community take advantage of the data?

Managing stormwater in accordance with complex permit requirements is challenging and costly, and many stormwater agencies do not have dedicated funding sources. If the proposed policy gets adopted by the State Board, all collected cost data will be publicly available and could benefit communities by making local budgets more transparent. This transparency and consistent breakdown of costs may make it easier for municipalities to obtain additional funding. However, local governments will need to use staff time to complete these reports.
