Please be advised that the State Water Resources Control Board has changed the date for the Public Board Hearing for the Proposed Designation of the Kaweah Subbasin as a Probationary Basin. The probationary hearing will now be held on Tuesday, January 7, 2025, at 9:00 a.m. The revised notice reflects this change in date.
The previously scheduled hearing date was the same day as the General Election (November 5, 2024). The date is changed to remove this scheduling conflict and facilitate increased public participation.
The dates for the public workshop and public comment period have not changed:
- June 24, 2024 – Online Public Workshop (see below)
- June 27, 2024 – In-Person Public Workshop in Visalia (see below)
- July 8, 2024, at 12:00 pm noon – Public Comment Period Deadline

Workshops on draft staff report recommending probationary status for Kaweah Subbasin
The State Water Resources Control Board will host two public workshops in advance of a probationary hearing for the critically overdrafted Kaweah Subbasin as part of its implementation of the Sustainable Groundwater Management Act (SGMA). The first is an online workshop event that takes place on June 24 followed by an in-person workshop on June 27 in Visalia.
The workshops will explain a draft staff report that recommends designating the Kaweah Subbasin as probationary at a hearing now scheduled for Jan. 7, 2025. The workshops will provide details about how the public can participate in the probationary hearing process by submitting written comments on the probationary notice and/or the staff report.
The virtual workshop will be held through Zoom on Monday, June 24, from 11 a.m. to 1:30 p.m.
All five members of the State Water Board will attend the in-person workshop on Thursday, June 27, from 5:30-8:30 p.m. The in-person workshop will be held at the following location:

Spanish language interpretation will be provided for both workshops.
The Jan. 7, 2025, probationary hearing was initially scheduled for Nov. 5, which is also Election Day. The board is rescheduling the probationary hearing to allow for greater public participation by avoiding conflicts with election-related activities.
