NOTICE: Sacramento Regional Water Bank Notice of Public Scoping and Comment Period

From the Sacramento Regional Water Authority:

The Regional Water Authority (RWA) is proposing to establish the Sacramento Regional Water Bank (Project). RWA is a Joint Powers Authority representing approximately two dozen water providers and affiliates in the greater Sacramento-Placer region. RWA issued a Notice of Preparation in September 2023 regarding the Project, however RWA is proposing changes to the Project, and is reopening Public Scoping as of June 18, 2024.

The Project would coordinate and expand the conjunctive use practices of RWA’s member agencies within the North and South American Subbasins. When the Project was initially noticed, it did not include out-of-basin water transfers as an initial component. Water transfers have been identified as a potential action associated with the Project, so additional scoping is being conducted to solicit input. The goal of the Project is to enhance water supply reliability for local communities and to contribute to ecosystem function on the lower American River.

Under the California Environmental Quality Act (CEQA), RWA is preparing a Programmatic Environmental Impact Report (PEIR) for the Project. RWA requests your input on the scope and content of the environmental information in the Draft PEIR. RWA will consider your input during preparation of the PEIR. A description of the Project—including a link to the NOP with a location map and preliminary identification of potential environmental effects—can be found on the Project website at https://sacwaterbank.com/environmental/.

RWA will accept public comments related to the Project through August 2, 2024, via the following methods:

Comments must be submitted by August 2, 2024.
