A basin plan is a water quality control plan for a specific basin or region in California. It includes a comprehensive program of actions designed to preserve, enhance, and restore water quality in that basin.

The basin plan is the master water quality control planning document for the regional boards which describes beneficial uses of surface water and groundwater, and establishes water quality objectives to protect those uses.
