FUNDING OPPORTUNITY: Proposition 1 IRWM Implementation Grant Program – Proposed Revisions to Documents

A number of interested parties have expressed concerns regarding certain language present in the 2019 Integrated Regional Water Management Grant Program Guidelines (Guidelines) and the Round 1 Implementation Grant Proposal Solicitation Package (PSP), both finalized in April 2019.  The language would make projects considered to be a “compliance obligation” ineligible for funding under this solicitation. A number of applicants seeking grant funding for such projects have requested or have been directed by other State agencies to request that the Department of Water Resources’ (DWR) allow for the funding of such projects.  As a result, DWR is proposing minor amendments to both the Guidelines and PSP which would allow applicants to submit applications for projects considered to be “compliance obligations” and such projects would not be deemed ineligible by DWR on this basis.

Attachment 1 GL-PSP Amendment _a_y19 presents the proposed deletions (shown in strikeout) and additions (shown in highlighted text) to both the Guidelines and PSP.  In addition to the changes allowing DWR to fund compliance obligations, other proposed minor changes would provide DWR flexibility to provide time extensions for interested applicants to augment their applications to include previously ineligible projects.  Any applicant that is considering augmenting their applications in this manner is encouraged to contact DWR as soon as possible to discuss the situation.

Given the minor nature of the proposed changes to the Guidelines and PSP, and the need to maintain momentum in receiving grant applications and completing the funding award process; all comments must be received by 8:00 a.m. on Monday, November 4, 2019.  Only comments concerning the proposed changes will be accepted.  Comments concerning issues outside the scope of the proposed changes and late comments will not be accepted or considered by DWR.
