The State Water Board completed A Proposed Framework for Regulating Direct Potable Reuse in California (Framework) in April 2018 to satisfy the recommendation in Assembly Bill (AB) 574 (Chapter 528, Statutes of 2017) to establish a framework for the regulation of potable reuse projects on or before June 1, 2018. In preparing the Framework, the State Water Board considered the recommendations provided in the State Water Board’s “Investigation on the Feasibility of Developing Uniform Water Recycling Criteria for Direct Potable Reuse” (Report to Legislature), the schedule for completing the research outlined in the Report to Legislature, and a regulatory framework that is protective of public health, among other things.
AB 574 did not specify requirements for public comment on the Framework; however, State Water Board developed the Framework as a stakeholder outreach document that communicates the Board’s current thinking on regulating direct potable reuse. The State Water Board released the Framework for a 30-day public comment period in April 2018.
State Water Board staff is seeking feedback from the public and interested parties on the revisions to the Framework (Framework Second Edition). The Framework Second Edition is presented in a format that highlights the revisions that were made. Content that have been added are indicated by underlining the new text, and content that have been deleted are indicated by a strikethrough, which is a line drawn through the text.
State Water Board staff plans to present the Framework Second Edition to the State Water Board in November 2019.

The State Water Board will accept written comments on the Framework Second Edition. The comment period will begin on Tuesday September 3, 2019 and will end on Wednesday October 9, 2019. Written comments must be received by 12:00 noon on Wednesday October 9, 2019. The State Water Board will continue to receive public comment after the close of the initial public comment period.
