FUNDING OPPORTUNITY: Opportunity to comment, informational webinar, and Board consideration of funding guidelines for Prop 1 stormwater grants

The State Water Resources Control Board will receive public comments on the Draft Proposition 1 Storm Water Grant Program Guidelines – Amended for Round 2 (Amended Guidelines), dated August 2019.  State Water Board staff will also conduct an informational webinar at 10:00 a.m. on Monday, September 16, 2019 to hear public comments on the Draft Amended Guidelines. The Amended Guidelines could be considered for adoption by the State Board as early as the Tuesday, October 15, 2019 Board Meeting.

The Water Quality, Supply, and Infrastructure Improvement Act of 2014 (Prop 1) allocated $200 million for multi-benefit storm water management grants (Water Code section 79747). The Prop 1 Storm Water Grant Program Guidelines, which were initially adopted by the State Water Board on December 15, 2015, outline the process to solicit applications, criteria to evaluate and select eligible proposals, and requirements that apply to funded projects. Staff have developed the Draft Amended Guidelines in anticipation of the second solicitation for implementation projects (Round 2), which is anticipated to open late 2019.

Staff intend to present the Amended Guidelines to the State Water Board for consideration of adoption as early as the October 15, 2019 Board Meeting. After reviewing public comments and input from the informational webinar, an updated version of the Amended Guidelines will be posted for public comment prior to the Board Meeting. This will occur as part of the regular State Water Board Meeting Agenda process, at:

To submit written comments, please use the subject line: “Comment Letter – Draft Proposition 1 Storm Water Grant Program Guidelines – Amended for Round 2”.
