STATE WATER BOARD: An Update on the Bacteria Provisions

The State Water Resources Control Board meeting date to consider adoption of “Part 3 of the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays and Estuaries of California—Bacteria Provisions and a Water Quality Standards Variance Policy” (Part 3 of the ISWEBE) and the “Amendment to the Water Quality Control Plan for Ocean Waters of California—Bacteria Provisions and a Water Quality Standards Variance Policy” (Ocean Plan Amendment) (Part 3 of the ISWEBE and the Ocean Plan Amendment are collectively referred to as the Bacteria Provisions) has been rescheduled. The date, time, and location of the public meeting is:

The Bacteria Provisions include revised water quality objectives for fecal indicator bacteria for the protection of the water contact recreation beneficial use, a definition of the limited water contact recreation beneficial use, implementation provisions, and a separate water quality standards variance policy applicable to all pollutants.

The State Water Board received information about California-specific epidemiological studies relevant to the choice of indicators proposed in the Ocean Plan amendment shortly before the previous proposed adoption date of February 6, 2018, which lead to in a delay in adoption. The State Water Board took additional time to review this information to ensure California’s beaches are adequately protected. The review resulted in a proposal to retain the fecal coliform water quality objective for ocean waters as currently written in the Ocean Plan.

The revisions to the Bacteria Provisions, Staff Report, and Response to Comments will be available no later than July 6, 2018 at https://www.waterboards.ca.gov/bacterialobjectives/.
